Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from different nations. Considerable effort is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's vital need on international aid – a need that European nations are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
